Recharge Air Conditioner Jeep

car air conditioner question?

i have a 96 Jeep Cherokkee. the vents blow out cold air its just no matter what the car itself doesnt get cool inside. what could be the promblem? does it need to be recharged?
the air is preatty cold, but i dont want to waste money on getting it re-charged if it doesnt need it :/
