How to install a 220 outlet?

I need an outlet for a 220 volt window air conditioning unit. I know there are 2 hots and a neutral coming to my breaker box. I can disconnect the power at the meter in order to do the wiring at the breaker. How do I do the wiring from there in order to have the 220 receptacle for the air conditioner? Do I run two hots and the ground to the outlet with a two pole breaker?
