what can be alternative for air coolers?

i saw a power fan at my friends place in which the water is not put to give better cooling
what is the actual term for that power fan

There are a few that make a waterless cooler, but they seem less than ideal in almost any situation.
The plus…
No added humidity, and don’t use evaporation of water for the cooling, so can be used in humid climates.
The minus…
They use cooled/frozen gel packs, but you have to freeze them yourself before use.
Most manufacturers boast how inexpensive it is to run these units, but they don’t count the energy used in re-cooling.
Very probably less efficient than an air conditioner if you consider the heat is put back into the air from your freezer while manually re-cooling the packs. Of course you do have the choice of when and where you re-cool the packs for use.

I’d not spend my money on something like this.
Go with the evaporative cooler, or air conditioner.
